Prepare ingredients: Slice beef thinly against the grain, chop broccoli into bite-sized florets, mince garlic, and slice ginger. Prepare green onions and sesame seeds for garnish.
Make sauce: In a mixing bowl, combine soy sauce, oyster sauce, sesame oil, cornstarch, and water. Whisk until smooth.
Cook beef: Heat 1 tbsp vegetable oil in a large skillet or wok over medium-high heat. Add beef and cook until browned on all sides (about 3-4 minutes). Remove beef from pan and set aside.
Cook vegetables: Add remaining 1 tbsp vegetable oil to the pan. Add garlic and ginger, cooking for 30 seconds until fragrant. Add broccoli and cook for 2-3 minutes until tender-crisp.
Combine: Return beef to the pan with vegetables. Pour sauce over the mixture and cook for 1-2 minutes until sauce thickens and coats the ingredients.
Serve: Garnish with green onions and sesame seeds. Serve over cooked white rice.
